Current Ambassadors — Biographies

Mark E. Hairr

Mark E. Hairr is Research Program Director for the Center for Energy, Transportation and the Environment (CETE) at the University of Tennessee at Chattanooga (UTC), a position he has held for the past three years. Mr. Hairr directs applied research projects focused on advanced vehicle technologies such as electric and hybrid electric buses, vehicle data acquisition systems and Intelligent Transportation Systems (ITS) applications for public transportation. His responsibilities include project development and management, budget management, oversight of the program’s daily operations, and grant administration.

Prior to joining CETE, Mr. Hairr served as General Manager of Knoxville Area Transit (KAT) for more than five years overseeing the public transportation system for the City of Knoxville, Tennessee. During his tenure, KAT was recognized by the American Public Transportation Association (APTA) as Transit System of the Year for 2004. For three years prior to becoming General Manager, Mr. Hairr held the position of Director of Development with KAT overseeing service planning and development; intergovernmental relations; marketing; customer service; and outreach. From 1993 to 1998, Mr. Hairr was a Policy Analyst for the City of Knoxville, Tennessee and prior to that he served as Assistant City Planner for the City of Gatlinburg, Tennessee from 1990 to 1993. Mr. Hairr holds a Bachelor of Arts degree in Sociology from the University of North Carolina at Charlotte and a Master of Science in Planning degree from the University of Tennessee.
