Sam Snead attended Brown University
and graduated with Bachelors in Urban
Studies with an emphasis in Urban
Infrastructure. He then went on to
earn his Master of Community Planning
with an emphasis in Urban Design from
the University of Rhode Island. He
received a scholarship from the
University of Rhode Island Foundation
Minority Graduate Student Fund and an
Arthur Jeffries Community Planning
Department Scholarship. He was also a
member of a graduate student team that
won a Rhode Island APA Studio Design
award in for the development of a
report on the Proposed Intermodal
Transportation Hub at T.F. Green
Airport in Warwick, Rhode Island.
Upon completion of his graduate degree
Sam began his professional career as a
Transportation Improvement Program
Manager for the Central Transportation
Planning Staff of the Boston
Metropolitan Planning Organization.
He managed a multi-million dollar,
multi-year TIP budget and developed
innovative federal funding management
techniques in the process. He then
relocated to Los Angeles, CA to work
as a Transportation Planner for the
Los Angeles County Metropolitan
Transportation Authority in their
Policy and Programming Department. He
played an integral role in developing
a web-based TIP database to streamline
a paperless process for federal
funding application submittals at the
county level. He also developed
funding package applications for the
Caltrans and the California
Transportation Commission in order to
obtain funding for transit and freeway
projects in Los Angeles County. Sam
then went on to work as a
transportation planning consultant for
Iteris, Inc. where he worked on
providing transportation solutions for
multimodal, transit, and freeway
projects in the Southern California
region. He was a member of a
consulting team that was awarded a Los
Angeles APA Award for their efforts on
the Hollywood Freeway Park Project.
Sam relocated to the Metro DC area and
took a position as a Transportation
Planner III with Arlington County, VA
in 2009. He enjoys engaging the
public with regards to transportation
issues. Sam volunteers with Special
Olympics in his spare time.
