After completing her studies in law in
2005, Ms. Torruellas, a native from
San Juan, Puerto Rico, began her
career in transportation with the
District of Columbia Department of
Transportation, as part of the
prestigious Capital City Fellows
Program.
In her current position as a program
analyst with the planning team in the
District’s Department of
Transportation Mass Transit
Administration, Ms. Torruellas is
helping lead several high profile
transit projects and studies such as
the Union Station Intermodal Center
Feasibility Study and the DC Streetcar
project. In addition, partnered with
the Washington Metropolitan Transit
Authority (WMATA), Ms. Torruellas
serves as the jurisdictional
representative in various studies to
improve Metrobus services in the city,
which include: The 30’s and 70s Bus
Line Service Evaluation, the D routes
service evaluation, DC Neighborhood
Circulation Study and the 30s Bus Line
Study. Ms. Torruellas actively
coordinates the Mass Transit
Administration public involvement and
outreach programs.
Ms. Torruellas holds a B.A. degree
in International Relations and Policy
Studies from Syracuse University
(2001), a Masters Public Policy from
the University of Minnesota Hubert H.
Humphrey Institute (2003), and a Juris
Doctor from the University of Puerto
Rico School of Law (2005). In her
spare time, Ms. Torruellas enjoys
traveling and outdoor recreational
activities.
